FEDERAL | ASPS Comments on ACA Insurance Market Stabilization Rule
CMS recently released the Patient Protection and Affordable Care Act - Market Stabilization proposed rule, which would stabilize the individual and small group insurance markets by amending standards relating to special enrollment periods and the timing of the annual open enrollment period in the individual market for the 2018 plan year. While at first glance this rule does not appear to be significant to plastic surgeons, specific language included in the rule would transfer all responsibility for the establishment and enforcement of network adequacy standards from the federal government to the states.
In a comment letter, ASPS reminded CMS that plastic surgeons need the Agency to engage more heavily in the establishment and enforcement of network adequacy standards and urged CMS to require all physician specialties and subspecialties to be included in network adequacy calculations for qualified healthcare practitioners.
